PEMRA refers Aaj News episode to Council of Complaints

ISLAMABAD—Pakistan Electronic Media Regulatory Authority (PEMRA) has referred a recent episode of Aaj News’ program Spotlight to the Council of Complaints in Islamabad after determining that the broadcast carried unverified and objectionable allegations against state institutions.

The November 18 program, hosted by Munizae Jahangir (pictured), featured guest Mahmood Khan Achakzai, who made a series of claims regarding political interference by state entities. PEMRA stated that the assertions, presented as fact, were unverified and aired without adequate editorial checks required under governing regulations.

Allegations deemed unverified and inappropriate

According to the regulator, Achakzai alleged that Pakistan’s military establishment influenced political leadership since the country’s early years and that intelligence agencies shaped the rise of certain politicians. PEMRA noted that such claims were neither substantiated nor presented with supporting evidence, falling short of broadcast accuracy standards.

PEMRA cites violations of broadcast rules

The guest further stated that he had previously urged political leaders to convene an inclusive national dialogue involving state institutions, political parties, and civil society. PEMRA maintained that these remarks were aired without appropriate delay mechanisms or editorial oversight, which broadcasters are required to use when handling sensitive and potentially controversial content.

The authority said the channel, as a licensee, was obligated under the PEMRA Ordinance 2002 and the Electronic Media Code of Conduct 2015 to ensure fairness, accuracy, and compliance with editorial guidelines. It concluded that the episode violated Clauses 3(1)(i)(j), 4(1), 4(7)(a,b), 4(10), 17, and 22 of the Code of Conduct.

PEMRA has now forwarded the matter to the Council of Complaints under Section 26 of the PEMRA Ordinance and Rule 8(4) of the Council of Complaints Rules 2010 for further review and recommendations.
