NCHR and MMfD launch Fellowship to Empower Journalists on Digital Rights & Gender Inclusion

ISLAMABAD - Marking World Press Freedom Day, the National Commission for Human Rights (NCHR) in collaboration with Media Matters for Democracy (MMfD) announced an innovative training fellowship designed to enhance journalists' capacity to report on digital rights and internet governance through gender-sensitive, rights-based perspectives.

Supported by UNESCO's International Programme for the Development of Communication (IPDC), this initiative strengthens NCHR's leadership role in Pakistan's Digital Gender Inclusion Strategy, where the Commission heads the Safety and Security Working Group.

The fellowship will equip 12 selected journalists with specialized knowledge and practical tools to:

•     Produce in-depth reporting on digital rights and gender inclusion
•     Generate investigative journalism highlighting digital gender disparities
•     Increase public awareness through sustained media engagement across platforms
•     Apply UNESCO's ROAM-X framework to local contexts

Key Program Components:

Comprehensive Training: Combining theory and practice covering:

•         Internet Universality principles
•         Pakistan's digital gender landscape
•         Rights-based reporting techniques
•         Digital safety protocols
•         Legal frameworks including PECA

    Mentorship Phase: Fellows will receive personalized guidance from experienced journalists/editors to develop and publish their stories.

    National Alignment: Curriculum tailored to Pakistan's context with NCHR's input on:

•         Human rights protections
•         Digital safety policies
•         Regulatory environment

Leadership Perspectives:
"Despite growing digital access in Pakistan, the persistent gender digital divide continues restricting women's full participation. Journalists play a pivotal role in raising awareness and holding institutions accountable," emphasized NCHR Chairperson Rabiya Javeria Agha.

Sadaf Khan, MMfD Co-Founder, added: "As digital technologies increasingly control information access, we must equip journalists to report these issues through rights-based, gender-sensitive lenses. This fellowship builds that crucial capacity."

اسلام آباد: عالمی یومِ آزادی صحافت کے موقع پر، نیشنل کمیشن برائے انسانی حقوق (این سی ایچ آر) نے میڈیا میٹرز فار ڈیموکریسی (ایم ایم ایف ڈی) کے اشتراک سے صحافیوں کے لیے ایک تربیتی فیلوشپ کا اعلان کیا ہے۔ اس کا مقصد صحافیوں کی پیشہ ورانہ صلاحیت کو بڑھانا ہے تاکہ وہ ڈیجیٹل حقوق اور انٹرنیٹ گورننس پر صنفی حساسیت اور حقوق پر مبنی نقطہ نظر سے رپورٹنگ کر سکیں۔ یونیسکو کے انٹرنیشنل پروگرام فار دی ڈویلپمنٹ آف کمیونیکیشن (آئی پی ڈی سی) کی معاونت سے چلنے والی یہ پہل این سی ایچ آر کے کردار کو بھی مضبوط بناتی ہے، جو پاکستان کی ڈیجیٹل جنڈر انکلوژن اسٹریٹیجی میں سیفٹی اینڈ سیکیورٹی ورکنگ گروپ کی قیادت کر رہا ہے۔

یہ فیلوشپ 12 صحافیوں کو ڈیجیٹل حقوق اور صنفی شمولیت پر رپورٹنگ کے لیے ضروری علم اور ٹولز فراہم کرے گی۔ اس کے علاوہ، یہ معیاری تحقیقاتی صحافت کو فروغ دے گا جو ڈیجیٹل صنفی شمولیت کے مسائل کو اجاگر کرے گی اور میڈیا کے ذریعے عوامی آگای بڑھائے گی۔

این سی ایچ آر کی چیئرپرسن ربیعہ جاویریہ آغا نے اس اقدام کے پس منظر پر بات کرتے ہوئے کہا، "پاکستان میں ڈیجیٹل رسائی بڑھنے کے باوجود، صنفی ڈیجیٹل تقسیم خواتین کی مکمل شرکت کو محدود کر رہی ہے۔ صحافیوں کا کردار آگاہی پھیلانے، عوامی مکالمے کو متاثر کرنے اور اداروں کو جوابدہ ٹھہرانے میں اہم ہے۔"

انہوں نے کہا کہ تربیت میں نظریاتی علم کے ساتھ عملی مہارتیں بھی شامل ہوں گی، جس میں انٹرنیٹ یونیورسلیٹی، یونیسکو کا ROAM-X فریم ورک، پاکستان کا ڈیجیٹل جنڈر لینڈ اسکیپ، صنفی حساس رپورٹنگ، تحقیقاتی صحافت، پی ای سی اے جیسے قوانین، ڈیجیٹل حفاظت کے طریقے اور ادارتی رہنمائی شامل ہوں گے۔

ایم ایم ایف ڈی کی شریک بانی صدف خان نے کہا، "ڈیجیٹل دنیا میں صنفی شمولیت کو فروغ دینے کے لیے باخبر اور باریک بین صحافت کی ضرورت ہے۔ آج ڈیجیٹل ٹیکنالوجیز معلومات تک رسائی کو کنٹرول کر رہی ہیں، اس لیے صحافیوں کا ان مسائل پر حقوق پر مبنی رپورٹنگ کرنا انتہائی اہم ہے۔ یہ فیلوشپ اس صلاحیت کو بڑھانے کا ایک موقع ہے۔"

تربیتی پروگرام یونیسکو کے عالمی رہنما خطوط پر مبنی ہوگا اور این سی ایچ آر کے تعاون سے پاکستانی تناظر میں ڈھالا جائے گا۔ تربیت کے بعد، منتخب فیلوز کو مینٹرشپ اور مواد کی تیاری کا موقع دیا جائے گا۔ درخواستیں 15 مئی 2025 تک جمع کرائی جا سکتی ہیں۔
