PFUJ calls for end to Impunity for Crimes Against Journalists

ISLAMABAD—Journalist Waheed Murad, who was abducted from his home in the early hours of Wednesday and later handed over to the Federal Investigation Agency (FIA) for allegedly posting ‘objectionable’ content, has been freed after a local court granted him bail.
Murad was granted post-arrest bail against surety bonds worth Rs50,000 following a two-day physical remand under Pakistan’s controversial Prevention of Electronic Crimes Act (PECA).
Judicial Magistrate Abbas Shah on Friday asked the FIA about the material they had recovered. The FIA officials mentioned the post of Akhtar Mengal, which stated that “Baloch genocide” was taking place. Imaan Mazari, lawyer of Murad, argued he had quoted Mengal's words in his post. The first tweet was Mengal's statement. The court approved post-arrest bail and ordered his release. After the court granted bail, Mazari requested Additional Sessions Judge Afzal Majoka to dismiss the petition challenging the physical remand as it had become ineffective following the decision. Mazari requested the withdrawal of the ineffective petition, after which the court dismissed the application challenging the judicial remand.
According to the First Information Report (FIR), Murad had shared a news report by exiled journalist Ahmad Noorani on his social media account on March 18. Authorities claimed that Murad’s posts were highly provocative, prompting the FIA’s Cybercrime Wing to take action.
Murad was taken into custody at 2:05 AM on Wednesday from his residence in Islamabad’s G-8 sector. The FIR also referenced a post he allegedly made on March 12 regarding Balochistan.
A journalist affiliated with Urdu News and the founder of the news portal Pakistan 24, Murad, was reportedly taken away by armed men dressed in black uniforms. A complaint filed at the Karachi Company police station stated that three vehicles carrying armed men arrived at his residence.
His wife, currently in Canada, recounted that the armed men accused Murad of being an Afghan national and demanded that he step outside. When he showed his Pakistani identity card through the door, they forcibly entered, seized his phone, and took him away. His mother-in-law, who was present at the time, was also harassed, and her phone was confiscated.
A colleague of Murad’s, who attempted to follow the abductors, was severely beaten. His mobile phones were taken, and his motorcycle was damaged.
Murad’s abduction and subsequent arrest sparked outrage among journalists and press freedom advocates, raising concerns over the increasing use of the PECA law to silence dissenting voices in Pakistan.

عدالت نے انہیں متنازعہ پریوینشن آف الیکٹرانک کرائمز ایکٹ کے تحت دو روزہ جسمانی ریمانڈ کے بعد 50,000 روپے کے ضمانتی مچلکوں پر بعد از گرفتاری ضمانت دے دی۔
عدالتی مجسٹریٹ عباس شاہ نے جمعہ کے روز ایف آئی اے سے برآمد کیے گئے مواد کے بارے میں دریافت کیا۔ ایف آئی اے حکام نے اختر مینگل کی پوسٹ کا حوالہ دیا، جس میں کہا گیا تھا کہ "بلوچ نسل کشی" ہو رہی ہے۔ مراد کے وکیل، ایمان مزاری، نے مؤقف اختیار کیا کہ ان کے مؤکل نے محض مینگل کے الفاظ کو اپنی پوسٹ میں نقل کیا تھا۔ پہلی ٹویٹ مینگل کا بیان تھا۔
عدالت نے بعد از گرفتاری ضمانت منظور کرتے ہوئے مراد کی رہائی کا حکم دے دیا۔
ضمانت ملنے کے بعد، مزاری نے ایڈیشنل سیشن جج افضل مجوکہ سے درخواست کی کہ جسمانی ریمانڈ کو چیلنج کرنے والی درخواست کو خارج کیا جائے، کیونکہ عدالت کے فیصلے کے بعد وہ غیر مؤثر ہو چکی تھی۔ مزاری کی درخواست پر عدالت نے عدالتی ریمانڈ کو چیلنج کرنے والی درخواست کو مسترد کر دیا۔
فرسٹ انفارمیشن رپورٹ (ایف آئی آر) کے مطابق، مراد نے 18 مارچ کو جلاوطن صحافی احمد نورانی کی ایک خبر اپنے سوشل میڈیا اکاؤنٹ پر شیئر کی تھی۔ حکام کا دعویٰ تھا کہ مراد کی پوسٹس انتہائی اشتعال انگیز تھیں، جس کے باعث ایف آئی اے کے سائبر کرائم ونگ نے کارروائی کی۔
مراد کو بدھ کی رات 2:05 بجے اسلام آباد کے سیکٹر جی-8 میں واقع ان کی رہائش گاہ سے گرفتار کیا گیا۔ ایف آئی آر میں ایک اور پوسٹ کا ذکر بھی ہے جو مبینہ طور پر 12 مارچ کو بلوچستان کے حوالے سے کی گئی تھی۔
اردو نیوز سے وابستہ اور نیوز پورٹل پاکستان 24 کے بانی مراد کو مبینہ طور پر سیاہ وردیوں میں ملبوس مسلح افراد زبردستی لے گئے۔ کراچی کمپنی تھانے میں درج ایک شکایت کے مطابق، تین گاڑیاں مسلح افراد کو لے کر مراد کی رہائش گاہ پر پہنچیں۔
مراد کی اہلیہ، جو اس وقت کینیڈا میں مقیم ہیں، نے بتایا کہ مسلح افراد نے مراد پر افغان شہری ہونے کا الزام لگایا اور انہیں باہر آنے کا کہا۔ جب انہوں نے دروازے سے اپنا پاکستانی شناختی کارڈ دکھایا تو مسلح افراد زبردستی اندر داخل ہو گئے، ان کا فون قبضے میں لے لیا اور انہیں ساتھ لے گئے۔ مراد کی ساس، جو موقع پر موجود تھیں، کو بھی ہراساں کیا گیا اور ان کا فون ضبط کر لیا گیا۔
